I have not heard that rumor. A quick google search for "4kids entertainment" + "Lucky Star" reveals no press releases, and only a couple of user discussions regarding Lucky Star on the 4kids forums.
4kids doesn't license anime anymore after One Piece flopped in America. Are you that gullible to believe they would license Lucky Star?

Best case scenario: Lucky Star is picked up by one of the big 4 (Bandai, Viz, ADV, Funi) and released without a dub. Dubs cost money to make, and many of the jokes won't work in English. It makes me wonder why Azumanga Daioh ever got a dub.

I can't picture Amerikkka liking Lucky Star at all. That - and if 4kids dubs it, they'll take out a lot of the content that I actually like (neked bathroom scenes, girls discussing bondage, etc)
