Isn't this due 24 episodes? Introduced at 14 - leaves time for development, I'd think. Besides, if they all were out the first episode, you'd get something so fucking confusing (see Pani Poni Dash - srsly, I was so confused at who was who until around ep 5). And, this way you get to know who the main are and who the side are.
